The license forms the basis of Coinbase&#8217;s new international tokenization hub, based in the emirate rather than the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exchange plans to issue and register digital securities backed by underlying shares under Abu Dhabi&#8217;s oversight, structuring the tokens simultaneously as regulated securities, blockchain-native assets, and DeFi-composable instruments. Token holders would carry standard shareholder rights, including dividends and voting, while trading and settlement move onto blockchain infrastructure. Brett Tejpaul, co-CEO of Coinbase Institutional, described ADGM&#8217;s framework as the first to treat tokenized equities as securities while still allowing blockchain-based infrastructure \u2014 though that characterization reflects Coinbase&#8217;s own read of the jurisdiction rather than an independent assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ADGM has been building toward this for some time. In June, the FSRA approved the first tokenized securities \u2014 structured as certificates over shares \u2014 for admission to ADGM&#8217;s official list. The center operates under a common-law framework distinct from the rest of the UAE, which has made it an attractive base for firms seeking regulatory clarity on digital assets. The Abu Dhabi hub adds to Coinbase&#8217;s broader regional buildout, which also includes a planned derivatives operation in Dubai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical scale of the business will depend on which securities Coinbase ultimately brings to market, the specific approvals each product requires, and whether institutional and retail investors adopt tokenized equities at meaningful volume. For now, the significance is largely structural: it gives Coinbase a regulated jurisdiction outside the U.S. from which to test tokenized stock offerings, at a time when asset managers and banks globally are moving funds, bonds, and private credit onto blockchain rails.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the market, the move reinforces Abu Dhabi&#8217;s bid to become a primary testing ground for tokenization as U.S. regulatory clarity on the same question remains unresolved.
